PROBLEM TO BE SOLVED: To resolve the problem of foreign matters getting mixed in an applied liquid film and its existence in the form of the foreign or a bubble in a dielectric layer after baking, when forming various protruding parts, such as an electrode or black stripes by a screen printing method or a die coating method and then forming the dielectric layer thereon. SOLUTION: Static is removed from a substrate 1, gas 15 is blown against the substrate 1 to clean it, and a thick film is applied on the glass substrate 1, using a paste containing organic high polymer material and a low melting point glass substrate.
