PROBLEM TO BE SOLVED: To provide a power grid monitor control system, which reduces load of transmission treatment in a transmission side device and surely carries out abnormality monitoring of a transmission system even by the use of a UDP/IP data, and a memory medium recording its connection establishment state monitoring control program. SOLUTION: Whether or not the connection state is established is determined, based on the connection state information by a connectionless type transmission protocol, which does not require connection establishment. If it is determined that connection is in a cut-off state, connection is reconnected. If connection is not established, even if reconnection for connection is repeated prescribed times, alarm will be output.
