PROBLEM TO BE SOLVED: To enable the confirmation of operation and the operation familiarizing training on the assumption of the fresh information from an informant. SOLUTION: This disaster prevention system is provided with a scenario generating means 3 for successively generating the information along the assumed disaster prevention scenario including the information on generation of various factors inducing the disaster, the detected information and the report information, corresponding to the time information determined in the scenario, a simulated operation instructing means 10 provided with a means 4 for recording the generated information by the scenario generating means and the information on a result of the simulation on the basis of the generated information, a collecting means 203 collecting the information obtained from sensors installed in a monitored area and the information given from local residents in a monitoring mode, and collecting the generated information from the simulated operation instructing means in the simulated test mode, judging means 207, 208 estimating the change of conditions of a monitored object on the basis of the collected information of the collecting means and the knowledge database 209 prepared in advance, and judging at least the necessity or unnecessity of the generation of warning to acquire it as the disaster prevention monitoring result information, and an output processing means 213 performing the output processing to distribute the disaster prevention monitoring result information of the judging means in a monitoring mode, and returning the disaster prevention monitoring result information of the judging means in the simulated test mode to the simulated operation instructing means as a result of the simulation.
