PROBLEM TO BE SOLVED: To prevent a network from increasing in traffic even in the case of a high use frequency or a large use number by making it speedy to confirm the validity of an electronic certificate. SOLUTION: When CRL is newly obtained, CRL acquisition destination information is taken out of an electronic certificate (step A2) and the latest CRL is obtained from an authentication office (step A5). The time of next scheduled issue is taken out of the latest CRL and put together with the CRL acquisition destination information to generate CRL acquisition information (step A6), which is stored in a CRL acquisition information list (step A7). When the CRL acquisition information list at a step A1, the CRL acquisition information is read in (step S3). It is conformed whether CRL acquisition information after the time of next scheduled issue is present in the CRL acquisition information list or not (step A4) and when present, the latest CRL is obtained from the authentication office according to the CRL acquisition destination information of the corresponding CRL acquisition information.
