PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical information recording medium which is capable of stably assuring the reproducibility of recording and reproducing characteristics even if a dyes waste liquid is recycled as a dye solution and efficiently realizes the reduction of the manufacturing cost. SOLUTION: The dye waste solution 452 recovered in coating application treatment of the dye solution is subjected to removal of solids in the dye waste solution 452 with a filter and the dilute waste solution 611 is formed by diluting the dyes waste solution 452. The contents of the dye and color fading preventive agent in the dilute waste solution 611 are quantitatively determined and the concentration of the dye and color fading preventive agent is so regulated as to coincide with the concentration of the dye and color fading preventive agent in the dye solution prior to recovery with accuracy of >=2 digits based on the quantitatively determined result and the regulated solution is recycled as the regenerated dye solution 614.
