PROBLEM TO BE SOLVED: To provide a character segmenting device capable of sharply improving the character segmenting performance of a slip having a character frame preliminarily printed in a non-disappearing color at the time of inputting a picture to an area being the object of reading. SOLUTION: A picture size converting part 4 converts the size of picture data stored in a picture inputting part 1 into an arbitrary size, and stores it. A picture emphasizing part 5 extracts the picture of an area including a character frame by using the design data of the character frame stored in a character frame information storing part 3 from the picture stored in the picture size converting part 4, and emphasizes and stores the picture. A picture outline detecting part 6 generates an outline picture from the picture obtained by the picture emphasizing part 5. A character frame center detecting part 7 detects the central coordinates of the character frame of the inputted picture data by using the outline picture. A character frame removing part 8 removes the character frame by using the character frame central coordinates and the design data of the character frame, and a character picture outputting part 9 outputs a character picture to the outside part.
