PURPOSE: An energy converting device and actuator is provided to transmit energy through a wireless energy supply system in micro electromechanical system, by converting optical energy into mechanical energy. CONSTITUTION: An energy converting device generates light-induced elastic deformation to a bundle type single wall carbon nanotube by radiating light to the carbon nanotube, and converts optical energy into mechanical energy by the deformation force. An actuator generates light-induced elastic deformation to a bundle type single wall carbon nanotube by radiating light to the carbon nanotube, and obtains driving force from the deformation force. The carbon nanotube is arranged in a vertical direction at a surface of a rotatable wheel, and has a window for radiating light to the carbon nanotube. Thus, light-induced elastic deformation is generated at the carbon nanotube. A substrate is arranged in a radial direction at the surface of the rotatable wheel, and the carbon nanotube is arranged in the direction vertical to the substrate.
