PURPOSE: A fingerprint recognizing device with card reader and a system for controlling entrance and exit are provided to make an additional installation easy and make a fingerprint registering process simple in the system using a card reader. CONSTITUTION: A fingerprint recognizing device(10) is mounted in an area necessary for an entrance and exit control and is connected to a central control center(42) mounted in a remote place through a communication network(50). The fingerprint recognizing device(10) includes a communication interface. A control unit(26) includes a communication protocol and communicates with a central control center(42) through the communication interface. A card code of a user being inputted through a card reader module(24) is supplied to the central control center(42) through the communication interface in accordance with the communication protocol. The central control center(42) includes a user card code database(28a), receives a card code from the fingerprint recognizing device(10), and processes a user authentication. The system using the fingerprint recognizing device(10) performs a double authenticating process using a card and a fingerprint.
