PROBLEM TO BE SOLVED: To guarantee the synchronization between transmission and reception devices by an adaptive block method, in a communication network in which delay fluctuations are large. SOLUTION: A delay fluctuation measuring means 103 always measures the fluctuation in fixed delay, on the basis of stored data quantity measured by a stored data measuring means 101. A stored data quantity setting means 104, upon receiving information of delay fluctuation from the means 103, changes stored data target value (center value 105) from a value before changing the fixed delay to a new value, corresponding to the fluctuation in fixed delay. A frequency-adjusting means 107 compares the center value 105, set by the means 104 with a stored data quantity 106 measured by the means 101 and adjusts the frequency of a system clock 108.
