PROBLEM TO BE SOLVED: To quickly distribute the information with high urgency such as the warning information and evacuation information to an unspecified number of terminal devices from a center. SOLUTION: The terminal device 20 transmits a message 41 for inquiring the presence or absence of the emergency information, and waits the response from a server device 10. In a case of the presence of the emergency information to be distributed, the server device 10 transmits the emergency information accumulated in the detailed information database 12. In a case of the absence of the emergency information to be distributed, the server device 10 holds the response to the inquired message 41, and transmits the held response message 24 when the new emergency information 31 is generated. The terminal device 20 receiving the response message 42 acquires the emergency information 35 from the server device by using a browser function provided by a WEB browser part 21, and outputs the acquired emergency information onto a screen.
