PROBLEM TO BE SOLVED: To monitor the frequency of use, even when an inter-user transfer of contents which is not sensed by a server has been conducted. SOLUTION: In a contents server, a unique contents identifier is applied to contents, and when access from a user terminal is performed, a circuiting information transmitting program attached with the contents and the contents identifier is transmitted; at a user terminal, the contents identifier, attached with a device identifier, is transmitted to a usage monitoring server according to the acquired circulating information transmitting program; and in the usage monitoring server, the usage of respective contents is counted and stored, based on the received contents identifier and device identifier.
