PROBLEM TO BE SOLVED: To easily provide IP traffics with transmission quality guarantees. SOLUTION: A terminal ATM exchange 3 which is connected to an ATM network is connected to a label edge router 2 having a function of constituting an MPLS network through an MPLS/ATM converting function section 1. The function section 1 has a function of converting IP addresses and ATM addresses to each other, a function of converting MPLS messages and ATM messages to each other, and a function of managing the correspondence between an MPLS circuit and an ATM circuit.
