<p>PROBLEM TO BE SOLVED: To provide an image coder enabling coding at high image quality with the constant code quantity. SOLUTION: An image inputted to an image blocking means 701 is divided into block units of an optional size forming coding process units which are then inputted to a two-dimensional wavelet converting means 702 for processing a two-dimensional wavelet conversion of the inputted image, thereby converting the image into coefficients. A coding order control means 703 determines the order of the coefficients and a coefficient coding means 704 codes the coefficients, based on the determined order thereof.</p> |
