PROBLEM TO BE SOLVED: To provide a portable communication terminal capable of performing data communication at an optimum error rate and data communication rate according to downlink data conditions. SOLUTION: The terminal comprises a condition acquiring means (CPU) 9 for estimating the downlink data signaling rate at the terminal, based on receiving conditions of signals from a base station at the terminal and informing the base station of the estimated downlink data signaling rate so that the base station acquires the downlink data condition in communication of data at the estimated downlink data signaling rate, one or more tables 13a provided according to the downlink data condition for use in estimation of the estimated downlink data signaling rate which previously store the signal receiving conditions and the downlink data signaling rates related therewith, a means (CIR-DRC converter) 13 for selecting corresponding table according to the acquisition result of the CPU 9 and a means (CPU) 9 for information the base station of an estimated downlink data signaling rate based on the table selected by the selecting means.
