PURPOSE: A method for issuing and managing a software license using an IC chip built-in card and an IC chip built-in card for a software license are provided to protect an intellectual property right of a software basically. CONSTITUTION: In an IC chip built-in card(1) includes a memory unit such as a CPU and an EPROM(EEPROM) and an interface and an IC chip built-in card read/writer for performing an electric connection for a communication with other system, and reads or records data, a software license information data memory unit(70) which is read by the IC chip built-in card read/writer for recording information data of a software license for checking a software license and executing a software is included. A crypt-co-processor(60) is included for storing the information data of the software license as a code capable of being decoded by a software crypt-module(80). The information data of the software license are stored in the memory unit, or various identification codes such as an inherent identification number of the IC chip built-in card(1) stored in the memory unit are used as software license information data.
