PROBLEM TO BE SOLVED: To prevent illegal use by a third party and to enable a person permitted to use a card by a card contractor to use the card by allowing the card contractor to determine the propriety of using of the card by each use of the card. SOLUTION: An information authentication center receives transaction information from a store terminal, performs authentication, transmits an authentication result to the store terminal and transmits information for allowing the contractor to determine the establishment/rejection of transaction to a contractor terminal connected with the information authentication center through a network. The contractor terminal transmits information on conclusion or rejection of transaction determined by the contractor based on information received from the information authentication center to the information authentication center. The information authentication center determines the conclusion or rejection of transaction based on information received from the contractor terminal and transmits the decision result to the store terminal.
