PROBLEM TO BE SOLVED: To provide a general mutual aid system related to automobiles in which the benefit of members is attained and a part of a membership fee and circulation fund can be used for not only a measure for traffic safety but also social welfare and maintenance of global environment concerned with automobiles by making circulation related to the automobiles smooth. SOLUTION: A promoter forms a social activity promotion conference in which owners of driver's licenses and related companies become members and which functions as the center of attaining the convenience of both of them so as to receive benefits by mutual aid and the membership fees accompanying the entry of the social activity promotion conference and a charge income as the partial return of the benefits by the mutual aid are used for a fund for social activity.
