PROBLEM TO BE SOLVED: To provide a terminal network controller that attains a call from a terminal, data transmission by no ringing communication and high-speed modem communication in a telephone line utilizing a DSL(Digital Subscriber Line). SOLUTION: A bypass line B to connect a telephone line 3 to a DSL modem is formed to bypass a data communication circuit. Low pass filters 31, 30 to interrupt a DSL communication signal and to pass a voice band signal are provided to a pre-stage of the data communication circuit. A high pass filter 30 to interrupt the voice band signal and to pass the DSL communication signal is placed in the bypass line B. The DSL modem 11 is connected to the telephone line 3 via the bypass line B to attain high-speed modem communication at all times. No DSL communication signal is given to the data communication circuit, and data transmission can be carried out without being affected by the DSL communication signal.
