A clamping tool (10) for clamping pipes to prevent fluid flow includes jaws (17) that remain parallel to one another. A handle (16) is provided that can be rotated to open and close the clamping tool. A rotating sleeve (22) is also provided that allows the closed gap width to be selectively determined. A pipe positioner (40, 42) is also provided that properly positions the pipe between the jaws.
