PROBLEM TO BE SOLVED: To provide a novel manufacturing method of a polyisocyante composition. SOLUTION: The manufacturing method of the polyisocyante composition comprises conducting at least one of an isocyanurate forming reaction and an allophanate forming reaction using a diisocyante selected from among an aliphatic diisocyante and an alicyclic diisocyate as a raw material and a catalyst, and then stopping the reaction using a stopper selected from among a phosphoric acid acidic compound having at least two phosphorus atoms in a molecule, and phosphoric acid substantially free from water.
