PROBLEM TO BE SOLVED: To obtain a waste treatment facility which can reduce construction costs thereof while making good use of the advantage of an underground facility, i.e., the possibility that a necessary area and an alteration range on the ground are downsized, dispenses with formation of a predetermined height difference between a plat form level and a flat portion at an upper portion of a shaft, and allows enlargement of an area in which the facility is constructed. SOLUTION: A space where the waste treatment facility is set is comprised of an excavated portion 1 formed by excavating the ground surface by a cut and cover tunneling method, and the shaft 2 obtained by downward excavating the ground from a bottom of the excavated portion 1.
