PROBLEM TO BE SOLVED: To provide a thermal insulating substrate material and a substrate structure by the thermal insulating substrate material capable of corresponding to work of various kinds of the thermal insulating substrate material without stocking a plurality of kinds of the thermal insulating substrate material. SOLUTION: Vertical groove sections and horizontal groove sections are formed in the upper surface, and each of the vertical groove sections/the horizontal groove sections constitutes the substrate structure so that the thermal insulating substrate material 1 having such a width as a supporting material 4 can be inserted, that a vertical supporting material 4a is mounted on the vertical groove section of the thermal insulating substrate material 1, that a horizontal supporting material 4b is mounted on the horizontal groove section and that the vertical supporting material 4a is intersected with the horizontal supporting 4b.
