PROBLEM TO BE SOLVED: To provide a surface/back turning device capable of shortening processing time for surface and back turning of paper sheets. SOLUTION: This surface/back turning device 13 has a cylindrical guide member 15 extending in a carrying direction of bills S, an endless carrier belt 16 for carrying the bills S along a peripheral surface (guide surface) 15a of the guide member 15 and a driving motor for driving the carrier belt 16. A part of the carrier belt 16 is laid on the guide surface 15a along the oblique direction of the axis direction of the guide member 15. When the bill S is carried in the driven state of the carrier belt 16, the bill S is held between the guide surface 15a of the guide member 15 and the carrier belt 16. The bill S is turned over in surface and back, while being carried along the guide surface 15a by the carrier belt 16.
