PROBLEM TO BE SOLVED: To provide a method for efficiently producing cement which is made harmless. SOLUTION: Quick lime is charged to an aqueous solution which contains a substance for rendering harmless which makes environmental pollution substances harmless by means of reduction or neutralization, by a proper amount and the aqueous solution is subjected to hydration reaction while being mixed and stirred. Mixed powder which is made by mixing calcium hydroxide which is generated by the hydration reaction and the substance for rendering harmless is formed. The mixed power is mixed with hydraulic powder and is stirred. As a result, the hydraulic powder which almost uniformly contains the substance for rendering harmless is obtained. A trace amount of the substance for rendering harmless is not directly added to a large amount of the hydraulic powder and is not mixed and stirred, but the substance for rendering harmless is made a mixed powder which is increased in volume, thereafter, is mixed with the hydraulic powder and is stirred and, as a result, is mixed easily and uniformly and, therefore, the hydraulic powder which is high in a harmlessness imparting performance can be efficiently produced.
