PURPOSE: An optical recording medium and an optical recording and reproducing device and method are provided to record and reproduce information with being independent to each information recording layer by piling a plurality of information recording layers. CONSTITUTION: In an optical recording and reproducing device, which is piled with a plurality of information recording layers, an independent information recording and reproducing for each information recording layer is performed. When one of information recording layer at a light incidence side becomes a first information recording layer(510) and the layer adjacent to the opposite side of the first information recording layer becomes a second information recording layer(508), a recordable region of the first information recording layer has an expanded region than a region piled with a recordable region of the second information recording layer in a piled direction of first and second information recording layers.
