PROBLEM TO BE SOLVED: To provide a strand cutting device with which a strand is smoothly hooked and wound on the outer peripheral face of a rubber roll and it is possible to rapidly start up when chopped strands are produced. SOLUTION: The rubber roll 18A is constituted of a wheel 26 fixed to a rotary shaft 24 and a rubber ring 28 fixed to the peripheral of the wheel 26. A strand hooking parts 30 are provided on the outer peripheral face of the rubber ring 28. The strand 2 is passed through a guide 34 from the outer peripheral face of a rotary wheel 16, hooked on one of the strand hooking parts 30 of a rubber roll 18A and wound on a strand hooking/winding body 32. The strand 2 is taken out while being hooked on the one of the strand hooking parts 30, wound on the outer peripheral face of the rubber roll 18A in a stacked state and then cut by a cutter roll 22.
