PROBLEM TO BE SOLVED: To generate a predicted drawing of a planned construction facility with an accurate size at an accurate planned construction position in a landscape (background), photographed at a site in which the landscape exists at the site in a short time concerning a photo montage image generating system, and to provide a method and program. SOLUTION: A camera position is found by receiving images and angle information from a camera provided with a means for measuring the angle information on horizontality and verticality of a photographing direction, centered around the camera and its photopic vision. The image, as seen from the camera position of the planned construction facility, is generated at a designated position in an aspect which is the object of photographing on the basis of the found position and the photographing direction, and an information processing part or compositing and displaying the images photographed from the camera is provided.
