PROBLEM TO BE SOLVED: To prevent in advance devices which use martensitic stainless steel or ferritic stainless steel from breaking. SOLUTION: A mechanical characteristic value, a previous use time and a temperature history before the stainless steel of a structural member is started to be used are inputted. The present mechanical characteristics are obtained with the use of a material degradation level preliminarily obtained as a function of a temperature and a time and showing a degradation level of the material. The life of the structural member is determined by whether or not the obtained mechanical characteristics exceed preliminarily set limit values.
