PROBLEM TO BE SOLVED: To provide a structure and a construction method for mounting an interior finish substrate board excellent in sound insulating properties on a skeleton floor, a skeleton ceiling and a skeleton wall. SOLUTION: A primer is pre-applied to a place around an elastic sealant injecting hole 1404 on an undersurface of a particle board 14. A temporary fixing bolt 16 is screwed into a threaded hole 1402, an end of a shank of the bolt 16 is placed on a concrete floor 12, and the particle board 14 is temporarily fixed to a normal position of the concrete floor 12. The bolt 16 is turned for operation, and the height, fall and the like of the particle board 14 are adjusted to make the height and a state normal. The primer is sprayed, from each of the holes 1404, on a place on the concrete floor 12 facing each of the holes 1404. An elastic sealant 18 is injected to the concrete floor 12 through each of the holes 1404. The bolt 16 is removed after curing of the elastic sealing 18.
