PROBLEM TO BE SOLVED: To suppress a change of width and wrinkles in a band like member 26 while preventing cutting of a liner 25 during unwinding. SOLUTION: Since the liner 25 and the band like member 26 are unwound by rotation of a winding roll 27 by a rotation applying means 29, it is unnecessary to rotate the winding roll by forcibly drawing the liner to the winding roller side. As a result, even when a diameter of the winding roll 27 is enlarged, tightening of the liner 25 and the band like member 26 remaining on the winding roll 27 during unwinding is prevented.
