PURPOSE: To provide a solid-state image pickup element that thins information electric charges generated from a plurality of light receiving pixels in a horizontal direction. CONSTITUTION: A discharge section 11t is configured to discharge information electric charges captured by a horizontal transfer section 11h and each bit of the discharge section 11t is connected to a prescribed bit of the horizontal transfer section 11h. Then the discharge section 11t discharges information electric charges captured by the connected bit of the discharge section 11t among information electric charges by one line captured by the horizontal transfer section 11h. Then the horizontal transfer section 11h sequentially transfers the information electric charges left in the horizontal transfer section 11h in the horizontal direction.
