PROBLEM TO BE SOLVED: To improve the landscape of a breakwater built by piling up wave dissipating blocks and further provide a method for improving a formed bank allowing the recycle of industrial wastes. SOLUTION: Natural stones and/or masses of concrete as wastes from building/construction are placed in each rope net bag as a united landscaping unit and many units are piled up on a breakwater which is built by piling up many wave dissipating blocks.
