PROBLEM TO BE SOLVED: To provide a hair dye composition which has excellent levelness and fastness, hardly gives damages to hair, and imparts gloss and moisture to the hair to finish the hair in a smooth and flexible touch state, and to provide a bleaching agent composition which can uniformly bleach hair, hardly gives damages to hair, and imparts gloss and moisture to the hair to finishes the hair in a smooth and flexible touch state. SOLUTION: This hair dye or bleaching agent composition is characterized by containing (A) dimethyldiallylammonium chloride-acrylic acid copolymer, and (B) at least one substance selected from animal, plant or microorganism- originated protein hydrolyzates or their derivatives.
