PROBLEM TO BE SOLVED: To provide an excavator and an excavating method for performing highly reliable excavation work, and reducing an execution cost. SOLUTION: Excavation blades 3 to 5 are arranged on the outer periphery of a rod pipe 6. Excavation is performed by rotating the excavation blades 3 to 5 together with the rod pipe 6. The whole excavation blades 3 and 5 are formed smaller than an inner diameter of a cylindrical member 7 being a hole wall protective member, and an excavating radius of the excavation blade 3 is formed larger than an inner radius of the cylindrical member 7 so that an under part of a cutting edge of the cylindrical member 7 can be excavated. The excavation blades 3 to 5 are moved in the horizontal direction after excavation. The excavation blades 3 to 5 can be recovered on the ground via the cylindrical member 7.
