PROBLEM TO BE SOLVED: To provide a floor heating panel wherein a long side of a floor surface member can be fixed along both of a long side of a substrate and a short side of the same. SOLUTION: In a floor heating panel 10, pipings/wirings are extended in many stripes in a main direction defined on a rectangular substrate, and a floor surface member covering the pipings/wirings are driven with a nail into and fixed to the substrate. A main disposition direction of a warm water piping 12 and wirings are inclined with respect to each side of the substrate 11. It is therefore possible to drive a nail without causing interference of the long side of the floor surface member with the extension direction of the warm water piping.
