PROBLEM TO BE SOLVED: To provide a steel damper device capable of exerting its damping performance even at the stage of small amplitude by enlarging an inter-layer deformation and transmitting the vibration to a steel damper. SOLUTION: The steel damper device is composed of a base plate, a rotary plate 3 installed parallel with the base plate, a supporting shaft 4 to support the rotary plate 3 rotatably relative to the base plate, a steel member 6 which is installed between the base plate an rotary plate 3 and whose two ends are attached to them being restrained in the rotating direction in such a way that a shearing deformation is made following the rotational motion of the rotary plate 3, and a link 8 whose end is coupled rotatably to a position nearer the rotational center O of the rotary plate 3 than the place where the steel member 6 is installed and which gives torque to the rotary plate 3.
