PROBLEM TO BE SOLVED: To solve the problem in a conventional brake wherein the viscosity of electroviscous fluid is changed to generate braking force to necessitate, separately an external power source device to supply electric energy to a high voltage generating device and separately installing an external power source device such as a battery in the case of a vehicle without having a power supply part such as a freight vehicle. SOLUTION: A rotating member is disposed to get in contact with functional fluid of which the viscosity is changed corresponding to an electric field or a magnetic field applied from the outside, and the electric field or the magnetic field is applied to brake the rotating member by the functional fluid in this brake using the functional fluid. It is provided with a power generator to convert rotational energy of the rotating member into electric energy, and a control device to change the electric field or the magnetic field corresponding to rotational speed of the rotating member which is changed by application of the electric field or the magnetic field.
