PROBLEM TO BE SOLVED: To provide an ecological composite material at a low cost which can impart high flame retardance in a low amount to be added and, simultaneously, does not generate noxious substances on production and on combustion. SOLUTION: The composite material 5 for imparting flame retardance is constituted by containing a carrier material particle 1 and a composite material 10 constituted by coating a glass precursor composition 2 which produces a vitreous ceramic by heating on the carrier material particle 1. This composite material 5 for imparting flame retardance is compounded with (added to), e.g. a material composed of a polymeric material, or the like, to which flame retardance is imparted to enable impartment of high flame retardance to the material to which flame retardance is imparted.
