PURPOSE: A starting improvement apparatus of a vehicle at low temperature and a method thereof are provided to enhance starting of a diesel engine by automatically starting the vehicle in lowering temperature of coolant during parking the vehicle on the plane. CONSTITUTION: A starting improvement device of a vehicle at low temperature is composed of an engine RPM(Revolution Per Minute) detecting unit(2) detecting engine RPM; a rectifying unit(3) rectifying alternating current to direct current corresponding to engine RPM; an engine signal converting unit(4) converting voltage from the rectifying unit into a digital signal; an inclination detecting sensor(5) detecting parking on the inclined road; an inclination signal converting unit(6) converting the analog signal from the inclination detecting sensor into the digital signal; a temperature sensor(7) detecting temperature of coolant; a temperature signal converting unit(8) outputting on-and-off signals; a control unit(9) outputting a driving signal or a shutoff signal to a relay driving unit(10); and the relay driving unit driving ignition and start motor driving relays corresponding to the output signal from the control unit. Traveling and acceleration are improved by enhancing starting with automatically starting the vehicle in lowering temperature of coolant.
