PURPOSE: A method of starting a BCPC(BTS Control Processor Card) of a BTS is provided to download a starting program to perform the program without changing a starting ROM of the BTS, thereby enabling an operation of the BTS with a software operation without a hardware operation. CONSTITUTION: When power is applied to a BTS, the BTS operates. The BTS is started by a starting software built in a boot flash(501). Hardware and software of a pico-BTS are initialized by performing the starting software(502). A starting failure count is increased to prevent a wrong operation caused by failure of the starting software from continuing(503). When the starting failure count becomes 20(504), the starting software is omitted(507,508).
