PURPOSE: A composition of carrier particles obtained by inclusion of cyclosporin derivatives into various particles or an emulsion is provided. Because the composition is excellent in permeation properties into the skin and a hair follicle, it can be used as a hair growing agent or for the purpose of preventing hair loss. CONSTITUTION: This composition for skin and scalp application is obtained by inclusion of £γ-hydroxy-n-methyl-l-leucine 4| cyclosporin derivatives of the formula 1 which have no immunosuppressive properties into a liposome whose diameter is from several tens of nanometers to several tens of microns, microcapsule, microsphere, composite particle or emulsion.
