PROBLEM TO BE SOLVED: To purify exhaust of an engine or the like using an electromagnetic wave radiating device. SOLUTION: A catalyst 3 is disposed in an exhaust passage 2 of an engine 1, the electromagnetic wave radiating devices 4 and 5 are disposed in the exhaust passage 2, the catalyst 3 is surrounded with a reflecting plate 7, NO molecules in exhaust adsorbed by the catalyst 3 are excited by electromagnetic wave having a specific frequency irradiated from the electromagnetic wave irradiating device 4 and are separated into N atoms and O atoms; while the NO molecules in the exhaust are excited by electromagnetic waves, having the other frequency irradiated from the electromagnetic wave irradiating device 5 and are rotated, the NO molecules are made to collide with the separated atoms to cause them to be substituted by the O2 molecules and N2 molecules.
