PROBLEM TO BE SOLVED: To establish a method for coordinating the policy of a service provider and the specification of a program module resulting from the introduction of the program module to a network apparatus owned by the service provider having a different policy. SOLUTION: In the method for safely introducing a service function to the network apparatus, this method has a step for applying the same identifier (zone identifier) to the assembly of network apparatus having the same management guideline (policy) and a program module managing step for managing the policy and managing the program module for realizing the service function for each identifier by a zone managing server.
