PROBLEM TO BE SOLVED: To surely lock assembling angle between a housing and a rotor in starting an engine, by adding a simple structure. SOLUTION: A regulating pin 35 is appearably disposed in a rotor 17, and a side plate 12 is provided with a turn-regulating hole 36 loosely inserted passing the regulating pin 35. A region exposed to the rotor 17 side trough the turn- regulating hole 36 of sidewalls of the housing 5 is provided with a lock hole 38, with which the tip of the regulating pin 35 is engaged. The regulating pin 35 is engaged with the lock hole 38, thereby locking the housing 5 and the rotor 17. The tip of the regulating pin 35, through which the engagement with the lock hole 38 is released, is positioned in the turn-regulating hole 36 and abuts on the end of the turn-regulating hole 36, thereby restricting relative turning of the housing 5 and the rotor 17.
