PROBLEM TO BE SOLVED: To provide an inexpensive information recording medium, and an information recording device in which the medium can be loaded by easily and accurately positioning the medium. SOLUTION: Only on one side of a hard disk 10, a magnetic recording film 12 and a protective film 14 are formed. In a magnetic recording device 30, the hard disk 10 is loaded inside a easing 31 having a cover 32. A rotor 33 is provided with a small diameter part 33a around which the through-hole 15 of the hard disk 10 is fitted, and a step 34 for fixing the hard disk 10 to the rotor 33. Of both surfaces of the hard disk 10, a surface having a magnetic recording film 12 is abutted on the step 34 to be fixed.
