A reducing gas having a reducing ratio of at least 10 and in which at least 98% of the carbon present is in oxide form, is made by a partial combination process at a temperature below 3000‹ F. from a normally liquid hydrocarbon, naphtha, kerosene and heavy oils being mentioned, and an O 2 -containing gas of at least 95% O 2 purity.
