PROBLEM TO BE SOLVED: To provide a system capable of shifting a planar retrieving format to time base retrieval capable of selecting a moving picture matched with user's liking from a flow of moving pictures provided in series along a time base and finding out a favorite image in a broad-band age. SOLUTION: The broad-band portal site system consists of a means for providing a series of moving pictures 1, a means for forming time base links t1, t2, t3, etc., in the moving pictures and a means for specifying a certain time base link and jumping to the specified link t1-2, t2-2 or the like.
