PROBLEM TO BE SOLVED: To provide an electrolyte for secondary batteries exhibiting high ionic conductivity and having high safety without catching fire or burning continuously, and to provide a secondary battery using the same electrolyte for secondary batteries. SOLUTION: This electrolyte for secondary batteries comprises an ionic compound and an organic compound wherein the organic compound comprises a boric acid ester compound and ethylene carbonate and the percentage of the ester compound in the organic compound is 8 wt.% or more. The secondary battery provided uses this electrolyte for secondary batteries.
