SOLUTION: A transmitter 401 has a UWB antenna 402, ultra-wide band wireless communication function part 403, transmitting/receiving information constructing function part 404, communication equipment control part 406 and information storage part 405. The communication equipment control part 406 executes a protocol related to such an execution style. The communication equipment control part does not perform confirming processing of a connecting link on a data link layer. Besides, it is not confirmed whether a destination belongs to the wireless network or not. Resending or the like is specified corresponding to the protocol of a high-order layer or packaged application without specifying a receiving confirming method original for a radio block and processing for confirming receiving on a MAC layer is not performed.
