PROBLEM TO BE SOLVED: To provide a mobility management of a user between a plurality of systems using different protocols. SOLUTION: A multiple protocol home location register (MP HLR) 101 comprises a receiver which receives a network request according to a network protocol from a requested side network. A processor in the MP HLR 101 generates a network message according to the network protocol, processes the network request, and acquires information required by the network request. A transmitter connected to the processor repeats the requested information to the requested side network or a destination network. The MP HLR 101 executes functions of mobility/user management, a user authentication/security control and a user profile management for various network protocols.
